Abstract
The continuous weakening of the Ottoman Empire had convinced the leadership of the necessity of a deep reform in all areas, from the army to the civil administration. Despite unfavorable circumstances, the opposition of many quarters and difficulties in implementation, the reform project known as Tanzimat was crowned in 1839. With the new reforms, Christians were exempted from paying the jizya (tax), in exchange for this was their participation in the army and administration. In the second half of the 18th century, the Pasha of Tetovo was created, administered by Koxha Rexhep Pasha. In 1842, after an open conflict between the descendants of Koxha Rexhep Pasha, Abdurahman Pasha, Havzi Pasha and Hasan Pasha, Sultan Abdul Mejidi took advantage of it to remove the Tetovo pashas, who owned very large wealth, from the government in Tetovo, Skopje and Kystendil. The end of the Tetovo pashas also marked the beginning of a major uprising known in historiography as the Dervish Cara Uprising.
